By ensuring that the PS&M work collaboratively with the rest of the organisation, an improved collaboration of all the departments in the organisation is achieved with value for money outcomes attained. The relevance of the structure is evidenced by the capacity to involve local and international stakeholders by PS&M. From CIPS Module 1 & 2 guidelines, they best achieve this by managing risks and mitigating issues which limit success in contracts implementation. The TV is broken into number of departments, each having its own stakeholder such as, Technology, Facility, Foreign Bureaus, Creative/Digital, Business Development, HR, Legal, Finance, Operation, News and Programs. Here we will be focusing more on the Program business side of the TV Network more than news and try to identify a need and see how the procurement workflow and help, guide and provide the end product for the department. Does it require purchasing in a large scale? Or does focus on singular purchase? Are they contractual or all ADHOC and this where need to understand the program department.
The need of procurement has been identified for this department and the relevance proven by the sheer workload and vetting that needs to be done on all levels, on contracts, supplier need, supplier check, knowing the market and the financial situation in the relevant/neighbouring countries and finally understanding the need of the business at organisation level vs knowing what can be offered from a national and international level. The need to be updated on who are the leaders, followers and competitors in this field and know the shift/changes in market for example the effect of the supply chain it being in low or high in demand, increase of cost, deliverables and etc. A workflow and policy will then be created by the department and ensure all departments adhere to it.
1.3 Category of Spend Analysis
For ATN organisation, PS&M teams is mandated with a role of selecting different spend categories based on the organisation goals/set objectives. In line with CIPS (2024), by reference on category management, potential risks and improvement in supply chain are noted in their spend area;

Considering ATN practices, their spend categories are used in their areas of practice, systems adopted and services advanced. The ERP system for employees data is categorised as an essential ATN spend area. The ERP system is further categorised into the following;

The relevance of the ERP systems in ATN is since the organization engages an upward of 50 employees as part of their organisation operations. Hence, for managing all the employees groups, an embrace of modernised technologies including ERP is important for granting appropriate opportunities for all stakeholders. By using the ERP system, it is possible to bring all the employees together in their active operations.
